Montargo is Governor of the Port of Crabs and lives in the Old Fort. He certainly allowed Port of Crabs to remain a safe haven for buccaneers and freebooters. He is a dignified but bored-looking man, with close-cropped grey hair and wearing the uniform of a military commander.[1]
